Abstract


Urban development planning between urban design
and network governance.
A case study of the new urban district Trekroner
near the Danish town Roskilde is the basis of a
discussion of contemporary urban development
planning. The planning process in Trekroner raises
two questions, one concerning how urban
design can be a tool for creating better urban
environments in the everyday landscape. The
other question relates to how urban planning is
organized in a political system based on networks
and partnering as the governance strategy.
The analysis of Trekroner is seen from the planners
viewpoint and the aim is to contribute to
pinning down a possible practice of urban design,
at a time when the experts might is substituted
by network governance.
The analysis of Trekroner leads to the observation
that the masterplan is not rooted in lay out of the
build up structures but in the treatment of the
landscape found on the site leading to the conclusion
that the approach to planning and design
of Trekroner is a landscape strategy. The urban
design seeks the potential of the sites natural
landscape as the main building block for the new
urban area. In this respect the design strategy of
Trekroner shares features with the landscape
urbanism internationally discussed as a possible
design strategy for the suburban dispersed city.
I have tried to elucidate the decisions that have
been made underway in the planning process by
comparing the planning of Trekroner with a normative
approach to urban planning represented
by the New Urbanism. The main outcome of
this comparison is the reflection that the most
important difference is not linked to the design of
the new urban areas but to the decision making
process being government in the case of new
urbanism and governance with a deliberative perspective
in Trekroner.
